Purpose
Creates DataDog monitors with the following checks :
- ELB no healthy hosts
- ELB latency too high
- ELB http code 4xx percent to high
- ELB http code 5xx percent to high
- ELB backend http code 4xx percent to high
- ELB backend http code 5xx percent to high
