Azure AppServices (Web, API, Functions) DataDog monitors

Purpose
-------
Creates a DataDog monitors with the following checks :

* Response time
* Memory usage count
* HTTP 5xx requests
* HTTP 4xx requests
* HTTP 2xx requests
